Transitional Arrangements
The English Language Requirement (ELR) was implemented in London in 2016.

To provide sufficient time for current license holders to meet the requirement, transitional arrangements have been established.

Starting from 1st April 2023, individuals who apply for a new Private Hire Vehicle (PHV) driver’s license are obligated to successfully complete both the English language speaking and listening test, as well as the SERU assessment, prior to obtaining their license.

To fulfill the ELR, drivers are required to pass a speaking and listening test, while the SERU assessment is utilized to evaluate their reading and writing abilities.

Who is it for?
These qualifications are suitable for Private Hire Drivers or professional employment in the UK or internationally. The qualifications are available at A1 (Entry Level 1), A2 (Entry Level 2) and B1 (Entry Level 3).

Speaking and Listening Test
The speaking and listening test is conducted through a 15-20 minute conversation.

To conduct the assessment, individuals will visit a TfL Driver Assessment Centre.

Reading and Writing Assessment
TfL will utilize the SERU assessment to evaluate the reading and writing abilities of applicants.

The SERU assessment is designed based on the content provided in the PHV Driver’s Handbook. Its purpose is to ensure that applicants possess the necessary comprehension of safety protocols, equality principles, and regulatory obligations relevant to PHV drivers in London.

There are numerous free online resources and courses accessible to assist individuals in enhancing their English language skills, which you might find beneficial to utilize prior to taking the assessment.

Certain colleges provide English courses specifically designed for individuals with limited income or those receiving benefits such as Job Seeker’s Allowance or Employment and Support Allowance.

Additionally, some local councils offer free English courses or guidance on available courses and support options.

If you have a disability, you may be eligible for support or grants to assist with the cost of assessments or obtaining medical information through the Access to Work program.
